I would immediatly change companies and would put all the blame on the meatpacking companies, if they cant clean their meat properly im not going to take the fall for them. To reimburse customers who had been infected I would attempt to pay for at least a portion of the hospital cost. I would also allow customers to inspect the kitchen and meat themselves to reassure others. I would start an ad campaign to try and show that it wasnt our fault that the food was bad, it was the meatpackers.

Putting all the blame on the meat packers seems harsh, but i agree that it is the best way to recover from a situation like this. And do you think that E. Coli would be visible just from an examination?
